The offset bracket is held to the frame of the bike in the low mounting configuration by use of the two funky shaped spacers (that fit into the big holes of the passenger foot peg frame) and the long bolt with a nylock on the end of it. Nylocks are your friend... get many of them... put many of them in your tank bag.
